A document, not a proposal
A discovery engagement ends in a process map, a data audit and a scope recommendation — the same things any competent team would need to quote against. It is deliberately paid and separate from the build, because that is what lets it recommend building less, or not building at all.
Free discovery is a sales call, and it produces whatever conclusion the vendor sells. Charging for it is what makes it honest. The best outcome is sometimes the document that says a ready-made product will serve you fine — and you spent a fixed fee to avoid a much larger mistake.
